 Serif Software
Besides all of their office type applications, Serif makes a great website design application called Serif WebPlus that works similar to a desktop publishing program.  It is very simple to use with no coding knowledge necessary.  The best part is, it's FREE.

Netscape Composer
This program is included in Netscape's Web Browser.  It is also FREE if you don't mind having Netscape communicator on your computer. Like Serif, this application is also set up similar to a desktop publishing program and is very simple to use.
